spec acs for aero:

Try to develop better hull armor for our ships.
Use the orbiting solar collectors to focus heat onto the fused ice
plates we currently use.  Perhaps some coating would enable us to
capture some of that energy (via solar cells, or using the thermocouple
principle) and then use that captured energy to boost our defensive
fields, thereby protecting the ship even more, turning some of the
attacker's energy against him, etc.   We spend 8,000 EUs on this
and hope to achieve +1 Aero TL.

We try to scare off (or at least confuse)
an enemy by having our small ships look like much bigger ones.
Using the design of the War World A we met last move (in the special
encounter), we built large inflatable envelopes that can puff out
from our ships, into a large spehrical ball of the same shape and
size and markings as the ATD Sunstealer (WW A).  The cost for
devising the inflating and deflating mechanism is about 3,000EUs;
add 1,000EUs for artistry on the envelopes, and about 5,000EUs
more to put this into practice on our existing ships.  From this
project we expect to scare off most attackers; failing that, we
expect some bonus in naval combat against them, since they'ed
fire off hordes of wasted probes and Gunnery Factors against these
small craft.

note we don't really want this, since we want to GIFT 3 TLs next time.
Just get to 59: buy 1, and get 1 from a special action, and that's all.

Improve the speed with which ships can be built, as follows. Spend
1,000EUs on  time and motion study, to see where the critical points
are in the production of ships.  Spend 10,000EUs in addition to then
speed up those processes, by introducing more workers or stations,
by having more parallelism in those steps. To do the latter, the best
solution will probably be to build the ships off-planet, in orbit!
Doing that will require a commitment of 2 freighters (spend these
450PFs and never have the use of such ships in my fleets), and
part time use of the space station just built (discussed in an
earlier special action).  

From all these pfs and eus, I hope Indus TL rises +1.
I also hope to get some bonus on how many tons of ships can be
produced per turn.
